The text features Richard Allen, a builder and one of the first black legislators in Texas. Allen was born a slave in Richmond, Virginia in 1830. He was brought to Texas in 1837 and was eventually freed in 1865. He is credited with designing and building the Houston mayor's mansion and became a well-known contractor, bridge builder, and saloon owner. After the Civil War, he was a political leader and served one term in the Texas Legislature. He remained active in politics throughout his life.
