It is the 7s packet. Every fact, worksheet, and test question in the file uses the seven times table; the "four times tables" line and the maze's "color all multiples of four" instruction are leftover text that wasn't updated when this x7 edition was made from a shared template.

Is the multiplication quilt activity meant to be done individually or as a whole class?

Either. The instructions say the squares can be combined into one large class quilt as students complete them, or collected as individual squares across all the times tables to build a personal quilt.
