Rules and Laws word search, scramble and crossword puzzle

I made this rules and laws puzzle set for my 2nd and 3rd graders during our civics unit. The kids knew they had to follow rules at home and school but had no idea the difference between a rule and a law or why laws exist. So I put together a word search, a word scramble, and a crossword using words like rule, law, follow, break, consequence, punishment, safety, fair, government, police, judge, court, citizen, responsibility, and respect. Nothing fancy — just puzzles to help the vocabulary finally click.

The PDF is four pages. Three puzzles plus one answer key page. The word search works well for quiet time after recess. The scramble gets them talking because they argue about what would happen if there were no traffic laws. The crossword I use for partners. I added a couple simple stop sign and gavel drawings but nothing too busy.

Works for 1st through 4th grade. Print and go. Sometimes I have early finishers write one rule at school and one law in their town on the back. The kids actually ask for these now.
